There are many Criminal Organizations both within and outside Withmore City. Many of them operate outside of the law, while some, such as the syndicates, have formed legal business entities to operate within the law, while still having illicit dealings outside the law. Most syndicates have formed close ties to one or more mega-corporations, which allows them to operate with minimal interference from corporate controlled law enforcement.
