Hey! When we type 'who' I think there should be a pool of like, two hundred NPC's and we get to see a half dozen of 'em randomly on our who list! It helps mix up the who list, and helps sell the idea the ai does its best but, it isn't JUST those people you keep bumping into in central. I think this can cut down on meta a little and help sell the living world. Make it random whenever you type who which six you get. And could even crowd source aliaii and tags for them as a fun community writing project.
