I think that it would be awesome if when you had a Visual Overlay Optical Module it would tell you when you have lost SICNAL, and when it has been restored.

Given this is regarding a chrome addition instead of a straight up notice, it feels kind of like while it's related, it's not really the same idea, is it?

It is the same underlying concept and while not exactly the same - incorporating the noteworthy staff feedback in one of many, many similar idea threads is extremely valuable rather than starting a new one which lacks such input.
