The shadowy terrorist organization known as the Black Tide has claimed responsibility for numerous acts of violence in Withmore City, especially against corporate targets. Frequently operating through shell organization and pawns, little is known about their internal workings or motives, with their claimed leader Nicadeamus Frasier still allegedly at the helm more than a decade after his reported death.
