http://www.aprilhost.com seems pretty good. They're cheap, and when I was looking for hosts they were highly rated by a site, getting 8/10 or something.
You can't use phpbb with their hosting though, and they accept no CMSs accept for postnuke I believe. Postnuke is the best in my opinion though, and they'll let you use the phpbb module for it, which is bassically the same but integrated and more secure.

This very site is also meant to be hosted by a pretty cool company, Johnny et al will be able to tell you about that because I forgot the name. It's pretty expensive in my opinion though.

I don't pay for my hosting, muhahaha.

www.pair.com are who I host with at the moment. They are fairly competitively priced and I have never had a problem. And they will let you slide for 3 months on your payments before beaking at you.

That reminds me…I have to pay them again.
