Education in the Dome

Where are the children on the Dome supposedly spending their time?  The only PC I know of who's a kid is Timmy, and he's not in school. (lucky kid!) Is there any school system whatsoever? And if there is, I assume it's crummy, right?  At what age are kids considered free adults in the Dome?  What are everyone's thoughts on where public education has gone in the year 2087 and specifically in Withmore City?

Just looking for opinions on this.  If I get enough of a solid response I might write an article on it or something.

There is a university planned for Green. Schools would be held for kids in the daycares of the corporations or up in the arcos.

People on Red, they get ABSOLUTELY NO EDUCATION! They are all taught by parents or loved ones or some enterprising old man who lives in a creepy house and teaches reading for food. Red is a shit hole with idiotic, ignorant, illiterate, and desperate people.
