Giving radios a dangerous use

In light of the recent change to cargo licensing, to encourage cargo hijacking, one of the most important ways for conflict to actually be encouraged is to give players a way to find eachother, even when they don't want to be found.

To mimic real life trucker CB radios, there should be a radio channel that has random chatter that announces whenever someone picks up a load at one of the shipping docks. Other bits of chatter can be included, like complaints about traffic and warnings about crashes, but the primary use should be for road pirates looking for marks.

This is one of the biggest hurdles for any kind of conflict in the game, let alone something niche like stealing cargo. Being able to track someone down and get to them is almost always the biggest blocker for a majority of combat-oriented conflict, such as here with cargo theft.
