I know I've seen stun guns and pepper spray brought up before, I just can't find em. Anyhows, I remember people complaining about how they would work. Back then I didn't have a first hand account of how they worked ;)
Anyways, for stun guns. You could have different charges to them rangeing from 20,000 volts to 1,000,000 volts (The higher voltage ones are still allowed on the civillian market I do believe, but you could limit them to the WJF)
When someone attacks with one, it will not instantly drop you and cuase you to spaz out on the floor ( maybe if it is a high end one and the user has good skillz) but rather cuase minor damage and temporarily hurt your stats (like another weapon allready in the game does...)
for pepper spray, it could just be used to lower perception and possibly speed ( How're you going to be dodging grapples and attacks when you can't see em comeing?)
