I think it might help some bloat if you could recharge e-prints at a kiosk like you do Progia minutes. Then you'd have fewer 'this e-print has 40 pages left, this one has 19 pages left, this one has 120 pages left and look I have 3 e-prints hoarded in my closet' situations.
