place halo on Sleeper

It would be interesting to be able to place the halo on people who are sleeping or knocked out, in order to activate some of its useful features. Would need to be able to similarly remove it from the person. This might have some applications for both corporate security and certain non-lethal crime.

I think requiring a table you can be strapped down to or something similar would be a good balancing tool.

Also, a good excuse to create an 'interrogation chair' installable object you can strap people into. Probably requisition/import only, or perhaps only available in special places.
