Just the same as you can view the market layouts from certain locations, you should be able to see the new junkyard's layout from a certain spot directly above the entrance.

That said I do not support this for reasons that I cannot list as they are purely reasons relating to the IC world and it's structure.
This isn't an idea for the forums, but would be best submitted in an email or @note as a suggestion.
If the staff have an issue with some post or other, they'll lock or otherwise edit it. It's not any players authority to be determining what suggestions are valid. Raise staff on xhelp if you're concerned there's too much IC information in a post.
