Freight License for Payouts Instead

A really, really underrated feature of the freight system was that it stocked stores at a rate much higher than players delivering crates, especially on Green and in the Badlands. Even if the income generating part of freight had to be turned down for reevaluation, it would be really really convenient if players could deliver cargo on their own dime in the meanwhile.

Players will sometimes just pay immies to run crates to Green to deal with stocking issues, so as much as it seems like someone players wouldn't bother with if it didn't pay, I do think there is actually grassroots economic value in letting cargo get run and just not give a payout if the player doesn't have a license.

Also having 'dry runs' will allow for more mechanical practice for players so they'll know how to use cargo verbs/tools, and bug checking on the mechanics in the meantime, since I imagine the idea is for the system to be eventually brought back.

The way it could work is cargo issuance just defaults to assuming a standard license for what type of cargo gets issued out, and then the delivery NPC confirms a license for payout.

"Looks like your licenses aren't up to date so I can't pay you for that shipment."
