More support and opportunity

After viewing the thread in "Theme" about the WJF and TERRA ( https://www.sindome.org/bgbb/open-discussion/theme/terra–and-wjf-in-the-dome-377/ I had a long thought about my experience in TERRA and what I wished was possible. I also realized that not everyone from the staff down to the player have the same outlook of TERRA.

From the Sindome Lore (now a little outdated) :"The Tactical Emergency Response and Resistance Agency (TERRA) is the law enforcement agency in the Red Sector. TERRA Agents handle the day to day law enforcement there, leaving the street judges free to patrol the Gold Sector, Green Sector, and Blue Sector."

The key takeaway from that snippet is Law Enforcement Agency. In the prior linked post on Theme, I shared MY view of TERRA: "I like to compare a TERRA agent to a local beat cop. Over worked, underpaid, and operating in a dangerous environment daily. Cops in the US have the ability to stop you, detain you, investigate you, and arrest you. What they do not have the ability to do is charge you or judge you.

This is where I compare Sindome's current day Judge to a combination of county judge, district attorney, and police officer. A common misconception is that the Police charge you with a crime when all they can really do is reccomend charges based on the evidence gathered (what I mostly did as TERRA) and the DA brings those charges and the process of "justice" gets rolling. If you look at it from that perspective, TERRA actually makes sense. They can't judge you, but they can try, and often times fail, to get you judged. All the other things you can do in TERRA, like corruption, cover ups, etc is aside to that."

Now, to the actual IDEA part; I think it would serve LEO roleplay well to expand on TERRA in the scope of ability.
Undercovers: allow an undercover program. Make them in the same flavor as undercover detectives in major metro police departments. We've all seen the movies and real life allegations on how these types tend to "get in too deep". What better friction points?
Better file management system: if Agents can keep a running casefile aside from a messy and disorganized bulletin board the job might feel a little more serious.
Vehicles: Even a busted patrol vehicle would be a game changer.
Standing with the WJF: Have it the meta that the WJF treats TERRA like law enforcement officers and not mall security. A few Judges would take a TERRA report at face value and judge or not judge based upon that. Some want you to have a signed confession from the suspect along with a photo of them doing the crime holding up a newspaper with today's date on it in order to Judge them becuase the report is coming from TERRA. There never seemed to be a baseline.

I did like the change to firearm permits in TERRA and thought that was a great first step.

I also understand that the sector needs to be a breathing area for crime to take place. I don't think expanding TERRA will somehow end crime.
I also feel like this would make a lot more people have to be smart about crime. Instead of blatantly admitting to everything or not caring or not taking steps to cover up their crime.

Law enforcement is such a neat angle to play in any themed RP game. It is a powerful role with many angles( The one of us insider, the syndicate paid dirty cop, the bootlicker, the line walker, etc) and I feel like TERRA and the WJF really just kind of miss the mark on that. If Red is not worth patrolling or having counter-crime play than TERRA should just be disbanded.

I agree with most of the points made here. TERRA used to go out and arrest people who were suspected of crimes, but those events are now few and far between. Even if a TERRA agent, or a squad of TERRA agents, could, in theory, be ordered to do this, oftentimes the suspect they're after is a gang member or otherwise affiliated with some organization, or has friends who would step in to protect them.

Sending uniformed agents out in Red when there are always characters with more UE trying to kill them is just not going to cut it anymore. You basically need to be hyper-connected or be part a deathsquad of your own to survive as a TERRA agent if you're going to be enthusiastic about doing the job.

They can't fight gangers; fighting other people causes them to be shroud-murdered; public perception is that they're scum who have zero authority and are punching bags to be looted on a whim.

In my opinion, the default MO for PC TERRA agents should be that they are undercovers who only put their uniform on to make arrests, and maybe not even then.

For the longest while now, I've felt like they need at least one vehicle too – some type of van or surplus APC that has 'cargo' space so they can more effectively detain suspects.

I agree that your natural enemy in the wild will always be a gang member. Often times gang members laser focus on a PC Agent while ignoring the NPC agents that patrol by the hundreds. Going against the gang member is seen as taboo and a "what are you doing?!?" From most people adjacent to you because of the meta and dynamics of the mix. That's not to say TERRA lacks resources to deal with that kind of behavior, and that gangers never experience the "Find out" portion, but it takes awhile to get their in most cases.

I still support uniformed agents because that is a role to fill. Whether it be a mixer who wants to "change the system from the inside!" Or an agent who wants to walk the beat and shake down the stores for protection money, it's still a valid and sustainable role if gangers and shroud killers would allow Agents breathing room.

There's already an undercover position at TERRA iirc. I think it's lesser known though and in my own experience, once you're accepted into the patrol job, you can't switch.

I also think making undercover agents the norm will do the opposite for the desired role for law enforcement RP in the mix. That can't be done if everyone in TERRA is playing an undercover spy. What'll happen instead, I expect, is people will catch on and the rep will get worse.

What I'd rather see is TERRA agent players be allowed to travel in larger NPC packs. The max a group of same-faction players can bring with them is two. I think TERRA should allow 4-5.

As for vehicles, a paddy wagon would be cool.

Arrest-wise, you can already do this under the right circumstances. You just have to create them, which probably means being crooked unless you're legitimately attacked or stop a crime in progress. I wouldn't be opposed to making it a legit part of their job though. I wouldn't give them cuffs though.

Last thing. I actually hated legalization of firearms for TERRA. I liked it better when you had to be a criminal like anyone else and either deal with it or have a Judge in your pocket to overlook it.

I suppose all of this is to say that TERRA shouldn't really be a good guy agency. The paragon of Law should be an outlier at TERRA, and agents should be visible more often than not.

I have seen generations of TERRA where all the PCs in it played undercover. I've seen generations where none did. In each generation it was a combination of what the GMs wanted to push as theme at the time and what the players wanted to push at the time. his does change a lot over time. I've even seen generations that tried to build up more rounded teams, recruiting medics, investigators deckers and the like and not just baton swingers. I know my TERRA PC tried to do so.

I have mixed feelings about increasing the number of NPCs you can tote about for any role. I may be in the minority but I feel that how much a PC can rely on their faction to solve their problems should be very limited. Upping these numbers is problematic in my eyes. Instead,

I think the backup system used by gangs should be fixed or removed. If there are already two NPC gangers present, no more come running. If not, only one or two come depending. I'd even be fine if it was simply removed.

Another aspect I would love to see fixed, if it hasn't already been done, is making it so NPCs drop out of fights instead of getting back up and joining in again and again in a forever loop.I've had one of my PCs stuck killing them simply to deal with this and that resulted in massive IC consequences even though mechanics forced me to either kill them all or eventually lose.

As far as a TERRA vehicle goes, I have mixed feelings. Maybe it would help. Or maybe the third agent given access gets tinted windows installed then operates full time from the car. I'm not sure. Could be good. Could be bad.

Firearms… I simply dislike their state in the game entirely. Sure. have laws. But also make using them not so troublesome. Though this a tangent, I kind of hare half the detectors in the game. Same with half of the weapon checks. They seem to give too much with little to no UE or play investment. This and the often complete lock down or extreme limitation on smuggling them in. Outside of using questionable tricks. I guess I like more options for players to use firearms ICly, including this change.

And I agree TERRA shouldn't be a good guy agency. But I also don't think it needs to be an agency. I think it's best as a mixed bag and for players to be allowed to play the concept they like most as long as it fits reasonably enough.

I very much dislike the reliance on NPCs. I understand it is for balancing reasons but IMO it can get ridiculous and discourage conflict more than it encourages it when you have PCs who almost always rely on NPCs or the gang backup system to do something and won't risk much if they don't have that backing.

It breeds the wrong kind of OOC mentality imo, completely agree with Grey0 here that we should have less, not more.

If there is, it is not made known to new hires, which means you have to recruit someone to a program you know nothing about. Without giving away IC details, my character made an entire outline for a proper undercover program that was very detailed and very GM-lite and was simply told "that's not what we do here." I think that was a ton of missed opportunity. I think an undercover program, one with proper support and oversight, would add an entire new flavor and branch to LE RP. Not everyone should be in it either. I don't think this will deter good crime, because a good criminal should always be paranoid of the company that they keep.

But what does this solve? The problem with TERRA is largely that it needs increased tools, mobility, resources, and a more grounded law enforcement dynamic. Interesting and scalable RP aside from the combat loop. This really only adds a spam factor and is probably still useless against your main adversaries. Aside from that, I've found that walking around with tons of NPC's(I did take four once not knowing there was a rule which I learned afterwards) and it actually slowed me down and made it impossible to catch the person.

You can arrest anyone you want if you have the ability to do so currently, be it a legit bust or a planted disposable pistol on the perp to bring them in. The difficulty comes in with the OOC rule that you can only hold them for 1 hour unless you constantly interact with them or they agree to be in custody. I don't really have that much of an issue with that rule.

This kind of just sounds like a vibes based response that ignores the balance, rp opportunities, and internal consistency of law enforcement rp in the mix. Not everyone gets a gun either, and it comes at expense to the gun person. It also creates a better TERRA –-> WJF pipeline IMO.

I am not suggesting TERRA be a "good guy agency" in the slightest, but I am suggesting that Law Enforcement be the center of a Law Enforcement agency and should see some sort of increased support from the government that contracts it and the WJF.

Honestly I'm seeing a lot of things I like suggested. Personally one of the things I can see working in better in game benefits. full fledged agents access to free chrome once a month. Let them get kitted out like Judges do. With less fear about losing everything I feel like agents would be more willing to put themselves in losing situations for RP sake.

Vehicles are not fortresses. I think TERRA mainly needs vehicles or a vehicle based on a situation I was once in where the WJF needed a captured perp to be brought to the Hall and they were not coming to pick them up themselves. That was….interesting. It got done, but in an entirely unrealistic way. I feel even a jalopy provided to TERRA also encourages a character to invest in driving, opens up avenues for mechanics, and adds to the general paranoia in the mix. Most factions already have a vehicle too, and while this would be a separate topic, they just sit there. I think a TERRA faction vehicle would be utilized more than say an ambulance.

Few of my thoughts that no one asked for hah.

First, gun licenses for terra was an amazing change, it should come with some changes on how guns get sold so using pops as terra becomes more of a thing, as that's a perfect fit for a beginner agent, and likely also 6mm licenses being handed to even junior terra agents, this way you can start with guns and be up-n-up with the law if you want to be. And if that means a lot of six mil guns in the mix… Well, good, those are not things that should be hard to find, and with the armor changes they are reasonably solid now for what they are.

Second I think there is a bit of TERRA id crisis here. On one end it's shown as kind of a similar to gangs fashion, entry level mix bruiser with the law twist, investigation, working with the hall etc, but then it also seems you will do better when you join terra with some time in the dome under your belt already so you won't just get rolled over. It's hard for a faction to be both entry level, but also best done at 6-9months+, nearly impossible to balance for. So maybe a bit of clear expectations of terra in this would help, also the opposition of terra to see them in the right light, not just as KoS, but obviously this depends on the gangers and criminals you'll get.

I would like them to get a car too, but with OOC rules so it won't be used as a mobile base. Something like take it out, do the op, but it back into the garage, this is not your personal car, don't sit on road crossing for hours on end in it, as that would be a bit much of a handout imo.

I think you make a great observation Froggy, and it mirrors my own experience in TERRA. I DID NOT have the gruesome beginner experience because my character joined TERRA after a year of being in the game and learning the field, so to speak. It was still rough, but not nearly as bad as it was for others whom rolled characters and walked right in to TERRA.

As far as the vehicle, I am not suggesting this to the letter, but US cops usually get assigned what is referred to as a "take home car" and they use it to show presence in the neighborhoods. While I don't advocate sleeping in your TERRA issued paddy wagon, I don't think it would be terrible if they sit at an intersection for a while and watch for crime (or be a beacon for a gang with sledgehammers) and then turn it in or something later. I think in Sindome we give too much attention to "You could have this thing, BUT…" and add trivial weights as "balance".

Would it make sense to set new TERRA agents up with a PC 'partner' when possible? Buddy-cop style? That might make it a little easier for people to get started out as well provided there are enough people to facilitate that.

That has always been an option and doesn't really address anything. The faction seems to go through varying ebb and flow numbers of population and lining up scheduling to patrol together depends entirely on various factors, but nothing stops you from doing that as is and the fundamental flaws of TERRA would still be present.

My issue with giving people cars is that it's a MASSIVE, pretty game changing, reward. Bikes a big, but just free car is really darn big, as you also get a portable storage, sleeping space, smuggling opportunities and so on. So that's my only worry with just getting a car with a job. Maybe agents could earn a take home car as reward for extraordinary effort?
CHEX, Skyfox, and the Clone Angels allow their employees free use of vehicles as long as they're not doing anything out of the ordinary with them. I don't think it'd be a big deal for TERRA to be allowed a vehicle or vehicles, and to not have it policed so hard that they're rarely ever used at all.

I don't think it's a great to deny reasonable things based on what if's, especially what if's that are easy to police. Sleep in the car and treating it like your private bunk? Now you are no longer authorized on it for a little bit. Smuggling opportunities? Who is taking the paddy wagon to smuggle goods in and out of the city? Literally every other faction I can think of has some sort of vehicle besides TERRA.

Staff has been discussing TERRA off and on for months now. There are some ideas floating around among the team to improve the faction, but we haven't come to any consensus yet. We're regularly bringing up ideas from threads like these as we continue to discuss.

So keep on discussing!

Now a couple of comments on things mentioned in the thread.

A 1 hour detainment policy was mentioned above with regard to TERRA. This policy does not exist. Detaining individuals as a TERRA agent falls under the same rules as help kidnapping. This is as per our Head GM, Mono, on 11/30/2025. This means you can hold and detain a character up to 24 hours so long as someone is able to engage that player with RP every few hours (1-2 is preferred, but 3 is the maximum). I've seen players on multiple occasions work around this by arranging times to reconvene RP, for example when one or both parties need to sleep or go to work. The same is true of extending that 24 hour period. Both of these are allowed so long as both parties occly agree (thus these are acceptable uses of local ooc).

Second, it is possible to play undercover in TERRA. Past agents have been authorized to do this, but it is rare. There are no dedicated undercover positions in the terminal, but that does not prevent you from playing as such. TERRA is currently meant to be seen in its current theme. Like all in-game rules/policy, feel free to break from the norm at your own risk. There also appears to be interest in seeing forensics and investigators taking a larger role in TERRA, so this may be adjusted as part of our desire to bring change to the company image. No promises though.

Perhaps I mistyped the policy, however what I was told when I was in this situation was that if I couldn't interact with them after an hour then I needed to release them. Which I see three is the maximum. If you are the only TERRA player and have to say, log off for an extended period of time for whatever reason, you would be breaking this rule, no?

If there is no terminal position and the brass consider it to be unauthorized, then saying it is possible is kind of like saying you can do vehicle combat. It exists but it is not really a thing.

I had to deal with it and have an ooc chat with the detainee to reconvene when you two can and it was fine. Life happens, and schedules can be hard.
It appears I was just told something inconsistent with what is actually practiced so I'll take that into consideration.

Yes. That's why you'd have to work it out oocly with the trapped player. And at such times when an agreement is reached to reconvene, give that player access to sic so they aren't trapped in an RPless void.

There are other places to trap characters too. Being TERRA doesn't mean you have to trap them at TERRA. Some food for thought in the event you have others that could provide RP for you when you have to be absent. It's always good to think outside of the boxes the IC world puts on you, intentionally or otherwise.

With a car. Without. With forensics. Without. With two followers of half a dozen. I think a lot of this could impact play but not to a huge degree. I think that the biggest factor is how TERRA is viewed and that any significant change that is intended to make TERRA more playable and less of a death sentence to all but the very best and luckiest players, I think that mechanisms will need to be put in place that go beyond a lot of the suggestions (including my own).

Maybe it comes down to the code of the mix. Maybe it is staff deciding the average mixer has a problem with TERRA being targeted and pushes this popular view even if it's contrary to influential PCs. Maybe their mission has to change or their source of funding. It could be any number of things.

But I simply don't see a couple of mechanical tweaks making a big difference.

Just to adjust expectations and correct an earlier post, there is no support for a vehicle for TERRA.
I think that of all the ideas I can think of to make TERRA more interesting, I think adding a rigger position would make the most sense.

Having a Robo-K9 backup would be cool, and in terms of observing and reporting the ability to pilot aerial recon drones above the streets to look down and snap photos of people as they're moving would be an amazing addition to the themes that I feel TERRA represent. Also PRI would probably be the first to pour money hand over fist into TERRA since they do protect PRI territories.

This of course would be in a perfect world where robotics isn't in the current state that it is in.

As it stands though probably an easier idea would be harder advertisement for security system style agents both security system and cameras, but also deckers.
