Enhancing WHO for Screen Reader Users

I was told this would be a good thing to post about on the boards, so here goes.

When I type WHO, much of the text still reads as it does with strip_ascii disabled. That is, with SA enabled, most messages from SIC start like this.

However, when I type WHO, this is what it looks like.
