Recovery time for NPCs post-revival?

It doesn't make sense how NPCs like gangers can just instantly hop back up and get back into a fight immediately after they get revived without becoming extremely tired out like PCs would, so might I recommend giving NPCs stamina? Or at the very least, give them an hour of non-hostility after they get revived.

Also, having witnessed a huge gang brawl, it placed a serious strain on Sindome and lagged it severely, so I still think NPCs need recovery timer so they wouldn't just get back up, then fight each others over and over again.
