Crowded Location Tweaks

So, all in all I am very happy the [CROWDED] location differentiation got added in, but I feel like it needs some adjustments in some places. I don't know if I'm allowed to post a list of locations with tags that don't fit their descriptions, but I'm sure most of you are aware of some of the more glaring examples of supposedly busy places not being crowded, and vice versa.

Agreed. I've seen some glaring places that seem off.

Also, it'd be cool if there was some variety. Every street is crowded to the brim all the time and an alley is completely empty all the time is a bit weird. Give people moments of opportunity. Why not have an alley that may occasionally have some traffic? A lev train that's very sparsely filled out?

I doubt most people would step out of their comfort zone of 'i will only act when nobody can see me' but it would help immersion a little and give some flavor. I'd love to see people include ambpop more in emotes and actions.
