The 'read' command is commonly used to read books that you are holding in your hand. If you are not trying to read a book or similar item, instead try 'look '.
If you are reading this as a new player, you may be looking for commands to help you read your 'Surviving Withmore' guidebook that you were provided when you entered the city. If that is the case, you can see more commands having to do with your book by typing 'examine surviving'. Or you can see help specific to that item by typing 'help surviving'.
Generally speaking, read will show you the CURRENT page in your book. You may need to use the 'open' command such as 'open surviving' to open your book first.
