Oh this article spooked me a bit. Skimmed and it seems it's more a suggestion of how to phrase things than what it really is. Well, we're definitely coming closer, that's for sure.

If we were to give them UN seats, they'd be able to disrupt things with the UN directly, and they would be allowed to maintain a standing army. It would be no bueno. They would only gain in this move.
